Compliance requirements
The bidder must confirm that neither the company nor its administrative, management or supervisory body members, procurist, or persons authorised to represent, decide for or control the company have received a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the illegal use of child labour or human trafficking. The bidder must also have no breach relating to the payment of taxes or social security contributions, no breach concerning the employment of a foreign national staying unlawfully, and no situation in which awarding the contract would violate an international or Estonian sanction. Where applicable, the bidder must provide details of the conviction, the exclusion period and measures taken to restore its reliability. Fulfilment of tax and social security obligations, or a binding payment arrangement, must be evidenced where required.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the period from 1 January 2023 to 31 December 2025 must be at least EUR 300,000. During the 36 months preceding the start of the procurement procedure, the bidder must have properly performed at least three Microsoft Dynamics 365 Business Central development and/or maintenance service contracts, each worth at least EUR 200,000 excluding VAT. The bidder must provide the contract description and scope, dates, details of the other contracting party, the number of software end users and other required information; the contracting authority may verify the experience with the other contracting party. The bidder must hold an ISO/IEC 27001 information security management system certificate.
The team must include separate key persons for the roles of project manager, developer, financial software consultant, and payroll and HR solution consultant. The project manager must have managed at least two software development projects during the last three years, with at least 200 hours worked per project and a project duration of at least six months. The developer must have participated in at least two relevant development projects, each involving at least 300 development hours. Each consultant must have participated in at least two software development projects during the last three years, with at least 300 hours per project and a project duration of at least six months. Where required to meet the award criteria, separate roles may also be required for a DevOps specialist with experience in at least five Business Central projects or support contracts during the last three years, and an ArcGIS developer with experience in at least one project involving an interface between Microsoft Business Central and ArcGIS. The proposed key persons must personally participate in contract performance. The bidder must submit team-member details and CVs, together with supporting evidence of experience where necessary.
The bidder must be an official Microsoft Dynamics 365 Business Central development-rights partner and an official reseller of the licences, and must submit Microsoft confirmations or other evidence of both statuses. The tender must comply with the procurement documents; conditional tenders are not permitted. The price must be submitted in the required structure together with the price table. In a joint tender, a power of attorney for the joint bidders must be included. If the bidder relies on another entity’s resources, that entity’s consent must be submitted. Where applicable, an explanation and evidence of equivalence must be provided.
