Compliance requirements

The bidder, or a member of its administrative, management or supervisory body, a proxy holder, or another person authorised to represent it, must not have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also indicates that some information may be electronically available, and if so, the bidder may need to provide the URL, code and issuing body details as evidence of the record.

Qualification criteria and exclusion grounds

The bidder’s average annual turnover for the period 01/01/2023–31/12/2025 must be at least EUR 300,000 excluding VAT. Within the last 36 months, the bidder must have properly performed at least 3 Microsoft Dynamics 365 Business Central development and/or maintenance service contracts, each worth at least EUR 200,000 excluding VAT. Experience is also accepted if implementation or version upgrade work was completed within the last 36 months and development or maintenance work is still ongoing. The bidder must provide the contract description, scope, dates, counterparties and the number of end users of the software. The team must include separate key persons: a project manager, a developer, a financial software consultant, and a payroll and HR development consultant. If needed, a DevOps specialist and an ArcGIS developer must also be involved. The project manager must have led at least 2 software development projects in the last 3 years, each with at least 200 hours of work and a duration of at least 6 months. The developer must have participated in at least 4 development projects in the last 3 years, each with at least 300 hours of work and a duration of at least 6 months. The financial software consultant and the payroll and HR solution consultant must each have participated in at least 2 projects in the last 3 years, each with at least 300 hours of work and a duration of at least 6 months. The DevOps specialist must have experience in at least 2 BC business software development projects, each with at least 100 hours of work and a duration of at least 6 months. The ArcGIS developer must have experience in at least 1 project involving an interface between Microsoft BC and ArcGIS, with at least 100 hours of development work and a duration of at least 6 months. All key persons must personally participate in contract performance, and the bidder must submit their CVs and other documents proving compliance. The bidder must be an official Microsoft Dynamics 365 Business Central development partner and an official reseller of licences. The relevant confirmations or evidence must be submitted. If the bidder relies on the resources of another undertaking to meet the selection criteria, the bidder must also submit that undertaking’s consent and the required details. In addition, the bidder must hold an ISO/IEC 27001 information security management system certificate.
