Neuronavigation system

The bidder and its relevant representatives must not have applicable convictions within the preceding five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business; serious professional misconduct; agreements intended to distort competition; an unresolvable conflict of interest; involvement in preparing the procurement where an advantage cannot otherwise be remedied; or serious or repeated breaches of earlier contracts resulting in termination, damages, price reductions or penalties. Grounds also include false or misleading information, withholding required information or documents, improper attempts to influence the procurement or obtain confidential information, and breaches of environmental, social or labour-law obligations. National grounds include enabling an unlawfully present foreign national to work, being subject to international sanctions, and certain tax-related convictions. A bidder must provide the required declarations and information. Where permitted, it may submit evidence of measures taken to restore its reliability.

The notice does not specify separate turnover, financial-capacity or general past-performance thresholds. For each lot bid for, the bidder must submit the completed technical offer form and a detailed description of the offered equipment, including accessories, supported by manufacturer-issued technical documentation in Estonian or English, such as product information, certificates and other evidence demonstrating compliance. The technical submission must allow the contracting authority to check compliance clearly and efficiently. For all three lots, the bidder must have at least one medical-equipment specialist available from handover until the end of the period specified in clause 2.4 of the framework agreement’s special terms. The specialist must have at least three years’ experience maintaining and repairing equipment and must be trained by the manufacturer to maintain and repair the offered equipment. Submit the specialist’s details and the manufacturer’s confirmation of training or written confirmation that it is willing to train the bidder’s specialist. For Lot 2, the bidder must also submit confirmations from the manufacturers of neuronavigation systems, including at least Medtronic Stealth AXiS and Brainlab Curve, that the offered 3D C-arm can connect to the systems and directly transfer captured images, including 3D images, for navigation without further user registration. The offer must be unconditional, comply with the tender documents, and include the required participation declaration and completed price form in the prescribed structure. Any claimed equivalence must be explained and supported by evidence. Joint bidders must appoint an authorised representative and submit a power of attorney. Prices and price-related evaluation figures may not be classified as trade secrets. The bidder must also confirm compliance with the applicable restrictions on Russian-linked subcontractors and suppliers and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
