Maintenance and technical support for AIMA's SIGAP and SIGAP 2 application systems (hours bank)
Summary
The procurement covers maintenance and technical support for AIMA’s SIGAP and SIGAP 2 application systems on an hours-bank basis. The work includes preventive, evolutionary and corrective maintenance, bug fixing, ensuring system availability, developing and maintaining integrations, implementing changes required by legislation, handling incidents, providing technical support, documenting work and transferring knowledge. Services are generally to be delivered at AIMA’s premises in Barcarena. The contract lasts up to 12 months or until the contracted hours are used. Services for System 1 are required for up to 5 months and for System 2 for 12 months. The contractor must provide two specialists for each system, with a team of at least four people, including at least two programmers. Normal coverage is 40 hours per week per team member between 08:00 and 20:00. In addition, the contractor must provide a 200-hour reserve for System 2, available from 20:00 to 08:00, on weekends and public holidays. The total is 5,880 hours: 832 hours for a functional software-maintenance consultant at a maximum of €30 per hour; 2,008 hours for a functional software-development consultant at up to €50 per hour; 2,840 hours for at least two programmers at up to €25 per hour; and 200 hours in the hours bank at up to €50 per hour. The maximum tender value is €206,360 excluding VAT. The proposal must include a price offer, a description of the technical solution and service-delivery approach, a compliance-verification document, and team details, CVs and evidence of qualifications, experience and certifications. Minimum team requirements include a degree in information technology or mathematics and at least five years of proven experience developing and maintaining similar application systems for at least two different clients; relevant skills and experience must also be documented for technical evaluation. Price accounts for 60% of the evaluation and technical merit for 40%. Proposals must be submitted in Portuguese with a qualified electronic signature by 9 October 2026 at 23:59 and remain valid for 120 days. No tender guarantee is required, and variant bids are not permitted.
