Operating lease and associated services for 61 passenger vehicles

Summary

Santa Casa da Misericórdia de Lisboa is procuring 60-month operating leases for 61 vehicles, with associated services, divided into seven lots. The lots comprise 32 B-segment passenger cars (145,000 km), 11 B-segment passenger cars (100,000 km), 9 fully electric B-segment passenger cars (80,000 km), three nine-seat glazed vans (100,000 km), three goods vans (170,000 km), two goods vans (100,000 km), and one D-segment plug-in hybrid passenger car (100,000 km). All lots have a 60-month lease term, and the total budget ceiling is EUR 1,722,250 excluding VAT. The lease price must cover, among other things, vehicle documentation and fleet management, taxes, insurance, maintenance, inspections and tyres; replacement vehicles are also required for Lots 1–6. Bids must cover an entire lot; partial and variant bids are not permitted. Price is the sole award criterion, with shorter delivery time preferred in the event of a price tie. The submission deadline is 29 October 2026 at 17:00. Bids must include the required forms and vehicle and lease pricing information, early-return conditions and an electronic catalogue, and must be signed with a qualified electronic signature. No minimum technical or financial capacity thresholds apply. Vehicles must be delivered within 120 days at the latest and maintained and managed in accordance with the contract requirements; Lot 1 requires a guarantee of 5% of the contract price.
