Design of the road linking the spa area to Batalionów Chłopskich Street

The procurement covers the preparation of complete design documentation for a municipal road linking the spa area of Pińczów to provincial road 767 via Batalionów Chłopskich Street. The work includes two preliminary route concepts, consultation with the provincial road authority on the junction, and full design of the option selected by the contracting authority. The design must include a carriageway, pavement, cycle path, street lighting, drainage, a technology duct, and water-supply, sanitary-sewer and sulphide-water discharge networks. The assignment also includes the necessary decisions, approvals and opinions, land-plot divisions, and obtaining the road investment permit (ZRID); an environmental decision must also be obtained if required. Deliverables include discipline-specific technical designs, construction-work specifications, bills of quantities, investor’s cost estimates and a permanent traffic-management design. The deadline is up to 13 months from contract signature. The bidder must have the specified road-design experience and qualified road, utility-installation and electrical designers. No specific economic or financial capacity requirement is set. A PLN 1,200 tender guarantee is required. Offers are evaluated on price (60%) and the warranty and liability period (40%): an offer with a period shorter than 24 months is rejected; 24 months earns 0 points, 36 months earns 20 points and 48 months earns 40 points. The successful bidder must provide performance security equal to 5% of the offered price.
