Preparation of draft development-condition and public-purpose investment location decisions – III

Summary

The procurement covers the preparation of 600 complete draft decisions: decisions setting development conditions and decisions determining the location of investments serving a public purpose. The work includes analysing land-use conditions and the legal and factual status of the site, preparing a reasoned written urban-planning analysis, identifying the authorities whose approval is required and the parties to the proceedings, and producing the decision’s graphic annexes. The tender is divided into two lots, each comprising 294 draft development-condition decisions and 6 draft public-purpose investment location decisions. The contracting authority may reduce the quantity but guarantees at least 60% of the planned quantity in each lot. The contract runs for up to 12 months from signature or until the maximum number of ordered projects has been reached. A draft development-condition decision must be prepared within no more than 8 working days. Bidders may tender for either or both lots. Offers are evaluated on price (60%), the experience of the personnel preparing the drafts (20%), and the proposed preparation time for a development-condition decision (20%). Bidders must submit the offer form and an exclusion declaration; before contract signature, the selected contractor must provide documents authorizing the preparation of the draft decisions and evidence of the proposed personnel’s experience.
