Preparation of local spatial development plans for Mińsk Mazowiecki municipality

Summary

The procurement covers the preparation of five local spatial development plans for areas in Mińsk Mazowiecki municipality, including the full planning procedure, required planning and environmental studies, and all documentation needed for adoption and publication. The lots are: A – Brzóze, Dłużka and Żuków; B – Zamienie, Maliszew and Grębiszew; C – Gliniak; D – Stara Niedziałka, Karolina and Wólka Mińska; E – Stojadła and Arynów. Bidders may submit for one or more lots. The work includes analysis of source materials and site inspection; preparation of the plan text and drawing at a scale of 1:2,000; required environmental and financial-impact studies; consultation with public authorities and public participation; and preparation of draft council resolutions and procedural records. The contractor must deliver validated spatial data and metadata, together with complete paper and electronic documentation. Each lot is covered by a separate contract and is to be completed within 24 months. The minimum warranty period is 36 months. Plans must comply with the municipality’s general plan. The bidder must have completed at least 10 local plans or amendments in the last three years, including at least 5 involving the required consent to change agricultural or forest land use and/or work concerning protected landscapes. The team must include a qualified lead planner with at least five years of relevant experience and at least two qualified specialists, each with at least three years of relevant experience. Bid security is PLN 1,500 for Part A, PLN 500 for each of Parts B and C, and PLN 1,300 for each of Parts D and E. Performance security is 5% of the total price for the relevant lot. Bids are evaluated on price (60%), experience in preparing plans (20%), and experience in preparing plans covering at least 250 hectares (20%).
