Delivery of a corrective and educational programme for people who use domestic violence

Summary

The procurement covers delivery and documentation of a corrective and educational programme in 2026 for people who use domestic violence. The programme is to be held in person in the Piła municipality for 13 participants, with the option of including 2 additional people. A total of 60 hours is planned: an initial diagnostic consultation and 50 hours of themed sessions, comprising twelve 4-hour sessions and one 2-hour session. Individual session times are to be agreed with the contracting authority; using two trainers is recommended. The contractor must provide suitable premises in the Piła municipality, training materials and necessary equipment, prepare the programme and session plan and an outcome-monitoring plan, establish agreements with participants, and maintain records for each participant. Attendance must be recorded and a short account prepared for every session; participant records must be handed to the contracting authority when that participant finishes the programme. A completion certificate is issued to a participant who attends at least 75% of the hours in that programme edition. The final report is due by 7 December 2026. The contractor must cooperate with domestic-violence-prevention institutions in Piła County and ensure that participants can take part comfortably without exposure to stressful situations. The bidder must provide evidence of the required education, at least three years of relevant work experience and training, and confirm that programme facilitators meet the qualification requirements, have no relevant criminal conviction, and possess full legal capacity and full civic rights. The bid must include, among other items, a statement identifying the premises and confirming the right to use them, facilitators’ CVs, programme and monitoring plans, and the required declarations. Price is the sole award criterion (100%); bidders must state both the hourly rate and the total service price. Bids for only part of the contract are not permitted.
