Sustainable new depot for Utrecht’s collections

Summary

The contract covers the complete construction of a sustainable depot on Isotopenweg in Utrecht for the city’s art and heritage collections, with stringent indoor-climate and security requirements. The contractor must coordinate and deliver the building works, heating, ventilation, plumbing and electrical works, as well as the building-related solutions for security systems. Before construction, the contractor must develop the technical designs for the mechanical, electrical and security systems into construction designs, prepare working and production drawings, and coordinate and test all disciplines. Loose museum fittings, including shelving and painting racks, are excluded, but installation of floor rails for the movable storage units is included. The estimated value is €40 million excluding VAT. Bids are ranked by price, which is the sole award criterion; bidders must submit the tender form and a detailed, open estimate based on the STABU specification. The contract start date is 25 January 2027, the site is due to be ready for construction on 5 April 2027, and handover is scheduled for 29 December 2028. The maintenance period is 24 months. The contract requires social return amounting to 3% of its value and a bank guarantee of 5%. Bidders must demonstrate quality, safety and environmental management capability and provide references for the six specified areas of experience. The bid must include an unconditional commitment to the tender documents and contract, the European Single Procurement Document, and a declaration confirming no Russian involvement.
