Summary

BEL Combinatie is seeking one strategic ICT partner to take over the technical management and maintenance of the ICT environment used by BEL Combinatie and the municipalities of Blaricum, Eemnes and Laren. The work covers management of Microsoft 365 and business applications, Azure and servers, LAN and Wi-Fi networks, user devices and workplaces; second- and third-line support; monitoring, maintenance, security and patch management, backup and recovery; service management; and advice on further development. The customer retains its own first-line service desk. The new partner must complete the transfer of the existing environment and take over management by 1 September 2027; the transition phase begins on 12 January 2027. The initial contract term is four years, with an option for the customer to extend it four times by one year, for up to eight years of service in addition to the transition phase. A four-week period of enhanced support follows go-live. Services must be delivered in Dutch from a location in the Netherlands. Bidders must price on a fixed, all-inclusive basis; the customer guarantees no minimum service volume. Incident handling and standard and non-standard changes are included in the fixed fees; work classified as a project must be quoted in advance and performed only following the customer’s written order. Contract performance includes a 3% Social Return obligation. Bids are evaluated on the basis of the best price-quality ratio. Participation requires, among other things, evidence of the required insurance cover, references demonstrating the three required capabilities, current certifications and Microsoft partner designations, and unconditional acceptance of the tender documents, draft agreement and GIBIT 2025 terms.
