BGT application
Summary
The procurement is for a future-proof BGT application that enables the Municipality of Lansingerland to collect, manage and update objects in the large-scale topography base register (BGT). The work includes migrating the existing environment, deploying the application and database, establishing interfaces with the BGT, public-space management (BOR) and address-and-building register (BAG) systems, training staff, and providing ongoing hosting, administration, maintenance, support and updates. Implementation, including migration, configuration, integrations, testing and acceptance, must be completed within four months; three months of post-acceptance support must then be provided. The initial contract term is four years, with two optional extensions of two years each. Bids must be submitted electronically by 10:00 on 30 November 2026. The contract will be awarded on the basis of the best price-quality ratio: price accounts for 30% and quality for 70%, assessed through the proposed approach and results, fulfilment of the stated preferences, and a software demonstration. The total price for the four-year initial term must be between €75,000 and €150,000 excluding VAT; bids above the ceiling will be rejected. Bidders must also account for a 2% Social Return obligation and propose how they will fulfil it. A mobile field-work application is outside the scope of the procurement.
