Bloemketerp Area Development – Construction Team Partner

Summary

The tender seeks a construction-team partner to work with the Municipality of Waadhoeke on the design and delivery of public-space development in the Bloemketerp area of Franeker. The works include, among other things, road and ring-road improvements, a segregated cycle path, landscaping, lighting, bridges, cables and utilities, earthworks and foundations, traffic-safety measures, water and sewer structures, street furniture and demolition. Construction of buildings such as the swimming pool and schools is excluded. The selected partner will work with the municipality in a construction team to develop the existing master plan into a construction-ready design, coordinating design, construction methods, phasing, schedule, costs and risks, and will then participate in delivering the public-space works. Parts of the area will remain in use during construction, so safe access to existing facilities must be maintained. Construction-team preparation is scheduled to start in the second quarter of 2027; the main infrastructure is planned for completion on 29 July 2029, and the desired overall completion is February 2031. From 2028, the clean and emission-free construction baseline requirements apply to designated equipment and transport. A social-return requirement allocates 2% of the contract sum, capped at EUR 300,000, to supporting jobseekers and/or people in sheltered employment. This is a two-stage restricted procedure. The first stage checks exclusion grounds and suitability; up to five candidates proceed to the second stage, with a lottery used if more than five meet the requirements. Applicants must submit the required forms and evidence and meet the financial, insurance, experience and certification requirements. The final partner is selected on the basis of the highest quality score; joining the construction team does not automatically guarantee the later construction contract.
