Supply of RMN waste collection vehicles with cranes

Summary

Reinigingsbedrijf Midden Nederland (RMN) seeks an integrated, turnkey supply of three new and unused waste collection vehicles fitted with cranes, delivered ready for use. Each vehicle must combine a technically compatible chassis, truck-mounted loader crane, waste-collection body, controls and safety systems, and weighing and recording equipment. The supply also includes documentation, instructions and training, warranties, parts availability, servicing, a helpdesk and technical support. During the contract, RMN may order up to two additional vehicles but is not obliged to exercise the options and gives no guarantee that they will be ordered. One optional vehicle may be ordered as a fully electric vehicle if sufficient charging capacity is available or the municipality requiring it requests an electric version. The additional price for the electric version may not exceed €250,000 excluding VAT. The planned contract term is 8 December 2026 to 1 December 2030. Bids are evaluated on the best price-quality ratio: price 30 points, after-sales service and warranty 17, environment and sustainability 2, technical criteria 18, and practical assessment 33. In addition to the required technical and qualitative bid documents, tenderers must submit the price form and evidence of compliance with suitability requirements. The practical assessment uses a vehicle that should match the bid as closely as possible; declining to participate results in zero points for that element. Bids must be submitted electronically through TenderNed by 4 November 2026 at 10:00 and remain valid for at least 90 days. The submission includes, among other items, a signed European Single Procurement Document, the required references and bid documents. Documents and communications must be in Dutch.
