Framework agreement for the purchase and supply of software licences and hardware

Summary

The tender is for a framework agreement with one partner to arrange the purchase and supply of software licences, their maintenance and support, specialist hardware and cloud services for NDW. The partner will also source licences requested by NDW, provide purchasing advice and cloud support, manage licences and suppliers, handle administration and invoicing, and process orders promptly. Cloud services must include at least pay-per-use IaaS and PaaS on Azure, AWS and Google Cloud. Standard work computers, phones and related software supplied to employees through Rijkswaterstaat are outside the scope. The initial framework term is 3 years, with a one-time extension option of 1 year. The maximum contract value is €900,000 for the initial term and increases by €350,000 if extended, to €1,250,000 in total; current spending is approximately €135,000 per year and order volumes are not guaranteed. Bidders must state a markup for all three pricing categories and submit an approach plan of no more than 2,000 words. Price accounts for 60% of the evaluation and the approach plan for 40%; the plan is assessed on order handling and the delivery of transparent, market-based pricing. Bidders must demonstrate creditworthiness of at least €50,000, current activity in the software and hardware sector, and an appropriate purchasing network. They must also provide up to three reference projects completed on time within the previous four years, covering all required technical competencies, and evidence of quality, sustainability and information-security measures. Bids must be submitted in Dutch unless the contracting authority expressly permits otherwise, electronically by 12:00 on 3 November 2026.
