Realisation of the new-build House of Culture and Administration in Delfzijl

Summary

This procurement concerns the realisation of the new-build House of Culture and Administration (HvCB) in Delfzijl. The project is divided into two lots: Lot 1 construction works (Bouwkundig werk) and Lot 2 electrical and mechanical installations (E&W). The procedure is a European non-open procedure under the Dutch Public Procurement Act 2012, with TenderNed as the digital platform for documents and submissions. Bids may be submitted for one or both lots, including combination bids with a discount. The contract aims to deliver a multifunctional public building housing municipal services, culture and library, planned to start in early 2027 and be completed in early 2029. The award will be based on price (price is the only award criterion) within a framework that recognises the possibility of price adjustments for the overall bid and potential discounts. A 2% Social Return On Investment (SROI) is to be implemented in the contract. Candidates must meet qualification requirements (financial capacity, reliability and professional/technical capabilities) and provide evidence including references per core competency, documented compliance with UEA and other tender documents, and evidence of the third-party capability if applicable. Compliance with EU sanctions rules is also part of the selection process. Tender documents are accessible via TenderNed, and the selection process includes multiple stages (registration, evaluation of exclusions, assessment of suitability, and final award).
