Design team for the redevelopment of the Palace of Justice in Arnhem
Summary
The tender seeks an integrated design team for the redevelopment of the Palace of Justice in Arnhem. The successful team will prepare the integrated design and technical construction documentation and contribute to project preparation, delivery oversight and aftercare. The scope covers a new building, renovation and functional improvement of the historic Walburgstraat 2 building, partial demolition of Walburgstraat 4, and the changes needed to keep the buildings operational and enable the works. The courthouse must remain in use during construction phases, with court operations continuing throughout. The planned buildings total approximately 43,000 m²: existing buildings at Walburgstraat 2 (about 13,000 m²) and Markt 1 (about 1,000 m²), a new building (about 22,000 m²), and new access roads and parking (about 7,000 m²). The design covers, among other fields, architecture, interior and landscape architecture, structural engineering, building services, fire safety, security, sustainability, cost management and construction logistics. The planned contract term is 120 months. The procurement uses a two-stage competitive dialogue. In the first stage, up to three eligible applicants will be selected for the dialogue. Applications must be submitted electronically by 3 November 2026 at 10:00. Applicants must provide the required evidence of references and professional capability, a quality-management certificate, and registrations for an architect and an interior architect. Ranking is based on architectural design (40%), sustainable design (20%), and design for phased construction while maintaining essential operations (40%).
