Preparation of a Species Management Plan (SMP) for the Municipality of Hulst
Summary
The Municipality of Hulst is procuring an integrated service to prepare a legally robust and permit-ready Species Management Plan (SMP) for the built-up areas within Hulst. The work includes data and literature review, a comprehensive quick scan, field surveys of protected building-dwelling species, impact assessment, mitigation and compensation planning, implementation and monitoring plans, GIS data delivery, permit documentation support and knowledge transfer. The minimum target species are building-dwelling bats, the common swift, the house sparrow and the house martin; additional species may be included if indicated by the quick scan or the competent authority. The contract covers one lot, has a fixed term of 18 months and an estimated value of EUR 500,000 excluding VAT. The award criterion is price only: the lowest valid fixed tender price is selected after verification of exclusion grounds, suitability and minimum requirements. The tender must be submitted in Dutch through the electronic procurement system by 27 October 2026 at 16:30.
