Green maintenance for the Municipality of Leiden
Summary
The Municipality of Leiden is procuring green maintenance services under a framework agreement divided into four geographic lots: Leiden North, Leiden Centre, Leiden South and Leiden West. The work includes weed control, litter and leaf removal, hedge trimming, pruning, edge trimming along roads and paths, lawn restoration and conversion of planting areas. A separate framework agreement will be concluded with one supplier per lot, starting on 1 January 2027. The initial term is two years, with two possible one-year extensions, for a maximum term of four years. A bidder may submit offers for one, several or all lots, but will normally receive no more than two lots. Offers must be submitted electronically by 3 November 2026 at 10:00. The tender is evaluated using the best price-quality ratio: execution quality and continuity 45 points, cooperation, communication and stakeholder management 25 points, and price 30 points. The quality submission for execution quality must score at least “satisfactory”. The bidder must provide the European Single Procurement Document, a recent chamber of commerce extract, signed lot-specific bid and price documents, the required digital file, references where applicable, a lot-ranking form when bidding for more than two lots, and written responses to both quality criteria. The bidder must meet the insurance, experience, quality, safety, environmental-management and landscaping-certification requirements and be able to provide the requested evidence within seven calendar days. Contract performance includes CROW quality standards, ecological and zero-emission requirements, processing at least 75% of cut grass into a biobased product, and spending at least 5% of the contract value on people with reduced employment opportunities.
