Fuel supply via fuel cards

Summary

The tender concerns the supply of fuels through fuel cards, together with electric vehicle charging and related services, for the Municipality of Texel. The contract covers one lot and is planned from 1 January 2027 to 31 December 2029, with up to three unilateral one-year extensions. The supplier is expected to provide approximately 25–30 fuel cards, including around 28 vehicle-specific cards, access to suitable fuel stations, HVO100, AdBlue, electric charging access, web-based card-management software and detailed digital reporting. The bid deadline is 3 November 2026 at 10:00. Price is the only award criterion and carries 100% of the weighting. The bidder must provide a compliant European Single Procurement Document, evidence of the required insurance and experience, the required declarations and forms, a completed price schedule in PDF and Excel, and anonymised HVO100 invoices. The bid must meet all mandatory technical requirements, including the location, fuel standards, HVO100 sustainability evidence, card security, software availability, reporting, invoicing and service continuity requirements.
