Supply and management of subscriptions and professional literature

Summary

The tender concerns the supply, management and central invoicing of newspaper, professional journal and book subscriptions under a single framework agreement. The initial framework term is 2 years from 13 February 2027 and may be extended twice by 1 year; its maximum value is EUR 700,000 over 4 years. The tender must cover the complete service and be submitted by 4 November 2026 at 12:00. The supplier must provide a Dutch-language digital ordering and management system available 24/7, allowing the authority to order, renew and cancel subscriptions, track deliveries and changes, and generate management reports containing 4 years of history. Printed newspapers must be delivered to the specified addresses before 08:00. Invoicing must be carried out monthly through a digital consolidated invoice. The award is based on the best price-quality ratio: price carries 30 points, the service description 50 points and the digital system demonstration 20 points. The demonstration will take place online on 11 or 12 November 2026 and may last up to 30 minutes.
