Framework agreement for contract management and supervision of the nationwide facade insulation project

Summary

The procurement covers contract management and supervision for a nationwide facade insulation project, including construction preparation, checks on quality, progress, safety and contractual compliance, contract administration, handling risks and changes, reporting, handover, aftercare and complaints. The estimated maximum value of the framework agreement is EUR 6,000,000 excluding VAT. The initial term is 24 months, with two possible 12-month extensions; an optional construction cost advisory service is also available, capped at EUR 700,000. The services are expected to concern approximately 1,800 properties throughout the Netherlands during 2027–2030. The bidder must have at least one qualifying reference contract worth at least EUR 900,000 completed within the last three years, as well as experience managing or supervising construction works in occupied premises. The tender must be submitted electronically in Dutch by 26 October 2026 at 15:00. The contract will be awarded on the basis of the best price-quality ratio, with quality assessed through professional supervision and residents’ experience.
