Flowers and Other Gifts

Summary

The tender concerns two lots: delivery of flowers and delivery of other gifts, together with ordering, logistics, customer service, administration and reporting. TNO intends to conclude framework agreements with multiple suppliers, generally one or two suppliers per lot. Orders will be placed through a digital catalogue connected to TNO’s purchasing environment, while special customised orders must also be possible. The estimated total contract value is EUR 500,000; the estimated annual volume is approximately EUR 40,000 for flowers and EUR 200,000 for other gifts. The initial term is two years, with two optional one-year extensions. Offers must be submitted electronically by 12 October 2026 at 23:59. Awarding is based on the best price-quality ratio: price accounts for 20 points and quality for 80 points. Quality covers assortment diversity, cooperation and service, sustainability and social impact, and, for the flowers lot, a sample bouquet.
