Carrying out housing inspections and preparing energy performance certificates

Summary

This open procedure seeks one framework contractor for approximately 2,500 nationwide housing inspections in the Netherlands, excluding the Wadden Islands, during the 2026–2027 Energy Module. The contractor must perform NTA 8800 inspections using certified EP advisers, prepare energy performance certificates, register certificates in EP-online when requested by homeowners, record additional housing characteristics, provide tailored sustainability advice, and operate a real-time digital appointment system. The framework starts on 1 December 2026, runs initially until 31 December 2027, and may be extended once by up to four months. The maximum framework value is EUR 1,240,000 excluding VAT. Tenders must be submitted electronically by 9 October 2026 at 12:00. Offers are assessed on best price-quality ratio: quality accounts for up to 800 points and price for up to 200 points; at least 400 quality points are required for eligibility for award.
