Architectural Design Team Selection for KEC Nieuwleusen – Primary Education

Summary

This is a two-stage restricted procedure for selecting an integrated design team for the new Kind Education Cluster (KEC) in Nieuwleusen. The team is led by an architect and must cover architecture, structural engineering, electrical and mechanical installations, building physics, fire advice and sustainability advice. The assignment covers the design from preliminary design through construction-ready design, permit work, support during construction and aftercare. The planned building is approximately 5,000 m², with a construction budget of €12,500,000 excluding VAT; construction is planned to start in September 2028 and the building is expected to open in the first quarter of 2030. Participation requests must be submitted in Dutch, legally signed and uploaded through TenderNed by 29 October 2026 at 12:00. A maximum of four candidates will proceed to the award phase. Selected candidates will submit a fixed-fee offer and present a design vision. The final award is based on the best price-quality ratio, with 100 points allocated to price, cooperation, opportunities and risks, installations, urban planning, architecture, circularity and cost-conscious design.
