Temporary agency workers and payroll services

Summary

The Municipality of Waalwijk is procuring one framework agreement for temporary agency workers, recruitment and secondment up to salary scale 9 and the adjacent higher scale, as well as payroll services. The agreement is intended to run from 1 February 2027 to 31 January 2029, with two possible one-year extensions; payroll services are expected to end on 31 December 2027 because of collective labour agreement changes. Expected volumes are €700,000 for payroll services over a maximum of 11 months and €2,400,000 for agency work and secondment over a maximum of four years. Maximum framework values are €1,050,000 and €3,600,000 respectively. The contract is not divided into lots and only one supplier will be appointed. The tender must be submitted electronically by 16 October 2026 at 10:00. Evaluation is based on the best price-quality ratio: price 40 points and quality 60 points. The bid must include the signed European Single Procurement Document, Chamber of Commerce extract, reference form, price form and answers to the quality sub-criteria. The supplier must provide a Dutch-language service, a web portal, payroll and staffing administration, candidate recruitment and screening, reporting, and emergency pools for sports catering and outdoor cleaning staff.
