Summary

The tender concerns daily media monitoring and press-summary services for the Province of Noord-Holland, together with a digital tool. The service provider must configure and manage search profiles, monitor national, regional and specialist news sources, select articles relevant to the province, and make them digitally available in full text or by link. Selected articles must be delivered to subscribers before 11:00 on working days; the tool must also allow users to search for articles at least one week old and add them to the selection. The tool must support simultaneous use by multiple users, different devices, unlimited changes to search terms, and internal distribution of articles within the organisation. The bid must include all copyright and licence costs in an annual all-in price. The service must be operational on 4 January 2027. The estimated maximum contract value, including extensions, is EUR 750,000 excluding VAT; the initial term is 36 months, with an option for two 12-month extensions. The bidder must demonstrate the required insurance coverage, two references completed during the last 36 months, commercial-register registration and unconditional acceptance of all tender-document requirements. Bids will be evaluated on a total of 100 points: quality accounts for up to 80 points and price for up to 20 points. The bid must be submitted electronically in Dutch by 5 October 2026 at 14:00. In addition, at least 5% of the actual contract value excluding VAT must be allocated to social return.
