Construction management and supervision for the renovation and redevelopment of the Palace of Justice in The Hague
Summary
The tender concerns construction management and supervision for the phased redevelopment of the approximately 80,000 m² Palace of Justice building in The Hague while it remains operational. The services cover three preliminary contracts, support to the contracting authority in procuring the main redevelopment contract, construction management and supervision in the building, electrical and climate-engineering disciplines, and aftercare during the maintenance periods of all contracts. The planned main contract has a duration of 10 years. This is a two-stage restricted procedure. Up to five suitable candidates will be selected in the first stage and invited to submit tenders in the second stage. Applications must be submitted by 22 September 2026 at 10:00, and tenders by 25 November 2026 at 10:00. The award is based on the price-quality ratio: the tender sum, the quality-assurance plan and the cooperation plan will be assessed. The maximum quality value is EUR 1,500,000 for quality assurance and EUR 2,000,000 for cooperation. Participation requires relevant experience demonstrated by at least one construction-management reference and one supervision reference, at least two suitable construction managers and at least three suitable supervisors. The application must include the European Single Procurement Document, required evidence, reference documents, competence evidence and CVs. All documents must be submitted in Dutch and electronically through TenderNed.
