A04.106.2026 Framework agreement for hiring project professionals

Summary

The tender concerns a framework agreement for project personnel for the Municipality of Leiden and related organisations. Up to five service providers will be selected for senior project managers, project managers, process managers, programme managers, stakeholder managers and assistant project managers. The initial term is two years, with two one-year extension options; the maximum term is four years. The estimated volume is approximately 17–25 full-time equivalents per year, or 68–100 full-time equivalents over the full term. The maximum framework value is EUR 23 million excluding VAT. The bidder must submit a complete and signed European Single Procurement Document, a recent commercial register extract, the required reference and responses on service quality and sustainability. Quality carries 85 points and sustainability 15 points. Price is not evaluated and no price submission is required when establishing the framework agreement. For subsequent call-offs, price will be considered among other factors and maximum hourly rates will apply. The tender must be submitted in Dutch by 7 October 2026 at 14:00 Central European Time. During contract performance, 5% of the contract value must be allocated to social return objectives. Before presenting candidates, the contractor must verify their identity, experience, diplomas and certifications, and candidates must have a good command of Dutch.
