LBO2 assessments
Summary
The tender concerns specialist engineering services for the second national assessment round of primary flood defences (LBO2) for Waterschap Limburg. The selected contractors will support the assessment of approximately 40 remaining dike sections within an area of about 188 km covering 46 dike trajectories. Work includes refining assessment plans, performing technical assessments and calculations for failure mechanisms, preparing traceable logbooks, contributing to assessment reports, quality assurance, coordination with Waterschap Limburg and other contractors, and knowledge sharing. Impact analyses following new knowledge may be ordered optionally. Two contractors will be appointed under a framework agreement with no lots. The initial term is 4 years from 1 January 2027, with up to two 2-year extensions, ending no later than 31 December 2034. The estimated value during the initial term is EUR 1,125,000 excluding VAT, with a stated range of EUR 950,000–1,300,000; the estimated framework value including extensions and indexation is EUR 2,340,000 excluding VAT. Tenders must be submitted electronically by 15 October 2026 at 10:00. Award is based on the best price-quality ratio: quality 70% and price 30%, with quality assessed through the approach, quality assurance and cooperation, and project team.
