Educational learning materials procurement

Summary

The tender concerns a single-lot framework agreement for the supply of educational learning materials and educational software. The supplier must provide learning packages, method-related durable and consumable materials such as textbooks, teacher manuals, workbooks and test books, as well as method-related and method-replacing educational software. The initial framework term is 3 years from 1 January 2027, with an option for three one-year extensions. Tenders must be submitted electronically in Dutch by 21 September 2026 at 10:00. The evaluation awards up to 40 points for discounts on learning materials, 20 points for per-pupil discounts on learning packages, 20 points for educational software discounts and 20 points for service and advisory quality. The supplier must provide a free webshop, method guidance, an account manager for each school, helpdesk support, the required delivery times and regular management information. The tender must include the required price sheet, compliance confirmation, self-declaration, answers to the qualitative questions and a conduct declaration for procurement purposes issued no more than two years earlier.
