Security Operations Center (SOC)

Summary

The tender concerns a framework agreement with one contractor for Security Operations Center (SOC) services for IPO, BIJ12 and participating provinces. The service covers continuous monitoring of IT and, where required, OT environments, threat detection, analysis and incident response, threat intelligence, reporting, use case management and knowledge transfer. Optional services may include vulnerability management, situational awareness, threat hunting, digital forensics, exercises and deployment of IT or OT sensors. The initial framework term is 36 months, with three possible 12-month extensions. The estimated value is approximately EUR 2,500,000–12,000,000 per contract year and the maximum framework value is EUR 72,000,000 excluding VAT, but there is no purchase obligation or guaranteed turnover. The tender must be submitted electronically by 13 October 2026 at 14:00. The contract will be awarded on the basis of the best price-quality ratio: quality carries up to 700 points and price up to 300 points.
