AI in the emergency control room

Summary

The tender concerns the supply of a cloud-based artificial intelligence solution to support emergency control room operations in the VRGZ and VGGM regions. The solution must use historical and real-time data to recommend the most suitable ambulance for an incident, support proactive ambulance repositioning, display regional coverage on a map, and take account of traffic, vehicle status, shifts and neighbouring regional units. Key requirements include integrations with GMS, LS-IV and InPlanning, secure hosting in the European Economic Area, data protection, logging, backup, high availability, and Dutch-language user and administrator support. The contract will initially run for 12 months from 1 December 2026 and may be extended up to five times for one year at a time. The estimated value is EUR 1,000,000. The submission deadline is 14 October 2026 at 12:00. Bids must be submitted electronically in Dutch and include the price sheet and required evidence. Evaluation awards a maximum of 20 points for price, 50 for the demonstration, 15 for implementation and 15 for AI use. Bidders must prepare a 1.5-hour demonstration covering three cases, an implementation plan of up to five A4 pages and an AI-use document of up to two A4 pages.
