Summary

The tender covers postal services for Gemeente Apeldoorn in three lots: 1) bulk mail, 2) election mail, and 3) registered mail and parcels. Depending on the lot, the services include sorting, transport, delivery, return handling and the required collection and delivery services. The contract is planned to start on 1 January 2027, run for four years and be extendable up to four times by one year. The estimated tender value is EUR 2,280,000; the procurement document states an indicative annual value of EUR 285,000. Tenders must be submitted electronically in Dutch by 28 October 2026 at 23:59. Offers will be evaluated using the best price-quality ratio: price 40% and quality 60%. Bidders must account for a minimum 5% social return obligation, the Dutch-language requirement, registration as a postal carrier with the ACM and, for Lots 1 and 2, a valid environmental management system.
