DAB+ Satellite Distribution

Summary

The procurement covers an integrated service for distributing DAB+ digital radio signals by satellite. The provider must collect up to 52 multiplex streams generated at RTVE’s Prado del Rey site, transport them to satellite uplink facilities and supply the satellite capacity needed to distribute them. The contract combines two fully redundant teleport services with 36 MHz of satellite capacity; the teleports must be at least 300 km apart. The work includes signal transport over physically separate routes, continuous monitoring, maintenance and fault repair. The service must operate 24 hours a day, every day of the year. The service term is 36 months after an implementation phase of up to three months. The estimated value is €4,460,400 excluding VAT. A bidder must have annual turnover of at least €2,230,200 in one of the last three financial years and at least one similar contract worth €2,230,200 or more, performed within the last three years. Similar work must have involved nationwide satellite signal distribution using a teleport service for at least one year. The bid must include the technical solution, equipment details, implementation plan and required evidence. Technical features account for up to 50 points and price for up to 50 points. Technical points include teleport locations in Spain, satellite coverage of at least 52 dBW throughout the national territory and a satellite at 30° West. Bids must be submitted electronically in Spanish. No provisional guarantee is required; the successful bidder must provide a final guarantee equal to 5% of its bid amount.
