Summary

The tender concerns a framework agreement with one supplier for preparing and conducting qualitative group interviews. The services include recruiting and selecting participants, focus groups, workshops and interviews with experts or people with relevant experience, interview moderation, recording, verbatim and anonymised transcription, and fieldwork reports. The contracting authority may also order a research report including interpretation and analysis. The estimated framework value is EUR 560,000 excluding VAT, with a maximum value of EUR 660,000 excluding VAT. The initial term runs from 1 February 2027 to 31 January 2029, with up to two extensions of up to 12 months each. The supplier must be able to conduct at least 5 focus groups per month, approximately 40 group interviews over two years and at least 12 focus groups per year. The tender submission must include the required quality description, pricing form, reference declaration and signed ESPD. Quality accounts for 900 points and price for 100 points; at least 540 quality points are required to remain eligible for price assessment.
