Summary

Tilburg University is procuring two integrated cloud business platforms: an HR platform and an ERP platform. The service includes licences or usage rights, implementation, hosting, housing, management, maintenance and integrations. The procurement has two lots and uses a negotiated procedure with a selection phase followed by an award phase. Applications must be submitted electronically by 25 September 2026 at 12:00. The initial contract term is five years from 1 May 2027 to 30 April 2032, with up to eight extensions of no more than two years each, giving a maximum term until 30 April 2048. The contract will be awarded on the basis of the best price-quality ratio; the published indicative weighting is 40% price and 60% quality, with the final weighting to be specified in the award phase. Up to three candidates will be invited for Lot 1 and up to four for Lot 2.
