Summary

The procurement concerns the supply, implementation and management of one SaaS-based financial and HR system for VeiligheidNL. The solution must support finance, project and subsidy administration, procurement, sales administration, payroll, HR processes, reporting and business intelligence, with integrations including the webshop, CRM and Power BI. The estimated contract value is approximately EUR 1,250,000 for a potential ten-year term; the initial term runs from 1 January 2027 to 31 December 2030, with possible extensions of up to six additional years. Financial modules must be operational by 1 July 2027, and electronic submission is required by 7 October 2026 at 13:00. Evaluation is based on the implementation plan (20%), management and maintenance (20%), optional CRM delivery (5%), demonstration and presentation (30%) and price (25%). No tender guarantee or variants are required. The solution must meet extensive functional, security, availability, data-protection and transition requirements, including 99.8% monthly availability, ISO 27001 certification and data processing within the European Economic Area.
