Construction of the Multifunctional Facility in Willemstad

Summary

The tender concerns the construction of an approximately 4,003 m² multifunctional facility in Willemstad. The building will accommodate two primary schools, a gymnasium, childcare facilities and a community centre. The main contractor must organise the entire construction project and be responsible for engaging and managing the mechanical and electrical installation contractors. The expected contract duration is approximately 20 months: around five months for preparation and detailed execution planning and 15 months for construction; the intended start is July 2027 and completion is planned for November 2028. This is a two-stage restricted procedure. In the first stage, up to five candidates will be selected from the applicants meeting the requirements. Selection will include an assessment of one reference project, which may receive 5, 15 or 30 points depending on whether it covers an energy-neutral building, an educational building meeting Fresh Schools Class B requirements, and an integrated project of at least 2,000 m² gross floor area delivered by the same main contractor and installation-contractor combination. The application must be submitted in Dutch through TenderNed by 8 October 2026 at 10:00. The bidder must demonstrate the required professional registration, reference experience in delivering multifunctional facilities of at least 3,200 m² and their mechanical and electrical installations, experience with a ground energy system of at least 70 kW operating for at least five years, and VCA**, ISO 9001 and ISO 14001 certification. A Social Return obligation equal to 2% of the contract value excluding VAT applies during contract performance.
