Supply and implementation of IT/OT/ICS cybersecurity solutions with organisational and training services

Summary

The contract covers the supply, installation, configuration, integration and commissioning of a complete IT and OT/ICS cybersecurity solution for Zakład Gospodarki Komunalnej sp. z o.o. in Puchaczów, together with organisational and training services. The work includes developing and implementing an information security management system and business continuity and recovery plans; staff training and controlled phishing or social-engineering tests; and antivirus, XDR, ITDR, NDR, WAF, email protection, monitoring and TLS certificate solutions. The equipment includes four UTM/NGFW appliances (one for IT and three for OT), one NAS, one disk array, one physical server, one RACK cabinet, two managed switches, two Wi-Fi access points and one UPS. The contractor must also segment and harden the IT/OT environment, inventory assets, prepare documentation, deliver training and conduct acceptance tests. All deliveries and work must be completed by 1 December 2026; OT work must be planned so that technological processes remain continuous. The bidder must have duly completed at least two ICT infrastructure or cybersecurity contracts in the previous three years and provide a team covering the ten specified expertise roles. No special economic or financial capacity condition is specified. The tender must include the pricing form, tender form and manufacturer and model details for the offered equipment. Tenders are scored on price (60%), the physical server manufacturer’s warranty (20%), and the UTM/NGFW support or subscription period (20%). The submission deadline is 8 October 2026 at 10:00. No tender guarantee is required; the successful bidder must provide a performance security equal to 5% of the total tender price before signing the contract.
