System approach for cooperation and coherence of integrated decentralised energy systems in spatial planning

Summary

This public procurement concerns the development of a scalable system approach for accelerating, facilitating and scaling area-based integrated energy plans in the built environment. The work focuses on cooperation, decision-making, roles, responsibilities and practical room for action among public authorities, grid operators, energy companies, users, construction and area-development organisations, water authorities and nature-related organisations. The assignment includes analysis of 8–10 practical examples, stakeholder and role analysis, a shared terminology and assessment framework, cooperation and dialogue methods, a scalable system approach, decision-making guidance, a knowledge and cooperation structure, practical tools and alignment with existing initiatives such as NPES and Energy Images. The initial contract term is one year from 3 December 2026, with one unilateral extension option of up to 12 months. The estimated total value is EUR 206,600 excluding VAT, including the possible extension. Tenders must be submitted electronically in Dutch by 12 October 2026 at 12:00. Awarding is based on the best price-quality ratio: the approach plan carries 50 points, team quality 40 points and prices or rates 10 points. Electronic invoicing is required.
