Framework agreement for gully cleaning in Midden- and West-Brabant and Hoeksche Waard

Summary

This is a European open procedure for a multi-year framework agreement covering the cleaning of street and pavement gullies and linear drains in eleven municipal organisations in the Midden- and West-Brabant and Hoeksche Waard areas of the Netherlands. The work includes cleaning, waste removal, GPS-based registration, reporting, traffic and safety measures, and proper handover. The contract is divided into four lots, and bidders may submit offers for one or more lots; there is no limit on the number of lots that may be awarded to one bidder. The framework agreement starts on 1 January 2027, runs for two years, and may be extended twice for one year. The estimated overall value is EUR 5.2 million; the maximum values are EUR 1,620,000 for lot 1, EUR 2,250,000 for lot 2, EUR 1,435,000 for lot 3 and EUR 1,665,000 for lot 4, excluding VAT and including extensions. The contract is awarded on the basis of the best price-quality ratio: price carries 70 points and the cleaning and accessibility plan carries 30 points. Bids must be submitted digitally by 13 October 2026 at 13:00. For lot 4, a social-return obligation of at least 5% of the actual contract value excluding VAT applies.
