Payroll (Management) Services Worldwide

Summary

The tender concerns worldwide payroll management services for the Ministry of Foreign Affairs of the Netherlands, divided into seven regional lots. The services cover approximately 2,300 current employees, 750 former employees and 29 domestic staff across 116 countries. The estimated total value is EUR 21,110,000 excluding VAT and indexation over a maximum period of 10 years. The estimated values are EUR 4,200,000 for the Western Hemisphere, EUR 3,800,000 for Western Europe, EUR 4,200,000 for Asia and Oceania, EUR 4,900,000 for the Middle East, EUR 2,800,000 for Eastern Europe, EUR 960,000 for Africa and EUR 250,000 for Belgium. Award is based on quality (750 points: service 350, communication 200 and implementation 200) and price (250 points). The contractor must provide gross-to-net payroll calculations, tax and social security administration, payments, payslips, reporting, local compliance support, a secure portal and phased integration with the contracting authority’s systems.
