Summary

The tender concerns laundry services for residents’ personal laundry for the COA, including collection, washing, drying, return delivery, supply of laundry collection materials and a traceability process that does not use residents’ personal data. The contract is divided into four regional lots. The framework agreement is planned for 24 months with two possible 12-month extensions, so a maximum term of 48 months. The estimated contract value is EUR 3.8 million excluding VAT, and the maximum contract value is EUR 4.75 million excluding VAT. The award model is best price-quality ratio. The bidder must submit a plan of approach for implementation and delivery, a plan for traceability and damage handling, and a plan for the COA sustainability/social participation objective. Price is based on an all-in price per 6 kg laundry bag and transport costs, with a maximum of EUR 0.25 per kilometre. Qualification requirements include registration in the relevant business register, at least one reference showing experience with personal laundry at three different locations for one client, and valid ISO 9001:2015 and NEN-EN 14065 RABC certification or equivalent systems. The winning bidder must later provide a GVA declaration and a tax/social security certificate. The notice also refers to exclusion grounds via the UEA.
