Internet and mobile communications services for Daugavpils Psychoneurological Hospital

Summary

The tender covers internet, mobile communications and mass text-message services for Daugavpils Psychoneurological Hospital, divided into four lots. Internet connections are required at the site at 60/62 Lielā Dārza Street in Daugavpils and at the Alejas site in the Jēkabpils area. The hospital also seeks mobile services for 35 subscribers and a text-message service connected to the Smartmedical medical software. Requirements by lot: 1) a fibre connection at the Daugavpils site with at least 1 Gbit/s download and upload speeds and at least 6 public static IPv4 addresses; 2) a radio connection, including 4G or 5G, at the Alejas site with at least 200 Mbit/s in both directions and at least 2 public static IPv4 addresses. Both internet lots require unrestricted access to Latvian and international internet resources and the ability to connect an unlimited number of computers. 3) Mobile services, including availability in Europe and the Commonwealth of Independent States, 24-hour service, GSM coverage of at least 97% of Latvia’s territory and unlimited 5G mobile internet; 4) a mass text-message service capable of sending messages to any country in the world. Technical requirements also include free monthly invoices and access to usage information; for mobile and text-message services, the supplier must support number management and transfer existing numbers without charge if the operator changes. Bidders may tender for one or more lots, but must cover every item in each selected lot. A separate technical and financial offer is required for each lot. The contract will run for 24 months or until the relevant contract ceiling is reached. The maximum total value across all lots is EUR 40,000 excluding VAT, with a ceiling of EUR 10,000 per lot. Price is the only award criterion; for each lot, the compliant offer with the lowest total monthly price will be selected. The bidder must be registered, licensed or certified as required in its country of establishment and authorised to provide the relevant electronic communications services. It must be registered in Latvia’s register of electronic communications merchants no later than contract signature. The submission must include the participation application, qualification evidence, and a technical and financial offer for each selected lot.
