Preventive and corrective maintenance of bicycle stations

Summary

The contract covers preventive and corrective maintenance of bicycle stations and associated bicycles at two locations, Oloron and Bedous. Preventive maintenance includes inspection of each station twice a year and monthly maintenance of the bicycles; the price schedules specify monthly maintenance for 6 bicycles at Oloron and 8 at Bedous, as well as travel costs. Corrective work includes, among other tasks, repairing or replacing tyres, inner tubes, rims, brake and gear cables, spokes, chains, brake pads, lighting, batteries and saddles. For breakdowns, intervention is generally required within 24 hours, Monday to Saturday. This is a single-supplier framework agreement for an initial 24 months, with one possible 24-month extension, for a maximum total term of 48 months. Offers will be assessed on price (40%), technical merit (55%) and sustainability (5%). Bidders must describe the maintenance arrangements, staff and equipment, breakdown response, on-call service, spare-parts management, and their approach to waste, parts sourcing and staff travel. For qualification, bidders must provide turnover information for the last three financial years, a bank statement or proof of professional-risk insurance, a list of relevant work performed during the last three years, and information about their equipment and workforce.
