Preliminary project-management consultancy for solar self-consumption projects

Summary

The contract covers a preliminary study and project-management consultancy on solar photovoltaic self-consumption opportunities for buildings owned by the Ardennes Department and the departmental fire and rescue service (SDIS-08). The contractor must assess potential sites, develop self-consumption arrangements and examine their technical, financial and legal feasibility. The study will focus mainly on the Charleville-Mézières urban area and will also examine a photovoltaic project at the Vieilles Forges tourist site, taking account of the planned renovation of its buildings. The work comprises site analysis, proposals for self-consumption arrangements, assessment of those arrangements and preparation of a final report. The contract may run for up to six months. The submission deadline is 27 October 2026 at 16:00; bids must be submitted electronically in French. Evaluation weights are price 45%, technical quality 35%, environmental value 10% and delivery period 10%; the proposed period must not exceed six months. A base bid is mandatory. Permitted alternatives may concern only the design of the self-consumption arrangements.
