Supply of connected, secure key cabinets for fleet management

Summary

The contract covers the supply, delivery, installation, connection, commissioning, corrective maintenance and support of connected, secure key cabinets, including anchoring systems and secure key fobs. The equipment will manage keys for the Alsace regional authority’s fleet of 660 service vehicles. Deployment will take place as needs arise over four years through individual orders under a single-supplier framework agreement. The framework agreement has a maximum value of EUR 200,000 excluding VAT and no minimum value. Among other functions, the cabinets must enable secure key issue and return with traceability, support MIFARE DESFire RFID badges and Ethernet TCP/IP, include backup power for power outages and secure emergency opening, allow access rights to be administered and usage histories to be recorded, and comply with data-protection requirements. The solution must integrate with the fleet-management software, synchronise authorised users and reservations, and provide a documented standard API and secure data exchange. Technical documentation must be in French. Corrective-maintenance intervention is required within four days of a fault being reported. The tender must include the completed contract form, unit-price schedule, technical memorandum with product data sheets and descriptions of installation and maintenance, an environmental approach, and bank account evidence. The evaluation assigns 80 points to price, 15 to technical value and 5 to environmental performance. Bidders must provide references for similar supplies or services from the last three years and turnover information for up to the three most recent available financial years; no minimum turnover is specified. Tenders must be submitted electronically in French by 27 October 2026 at 12:00.
