Supply of fuel cards for vehicle refuelling

Summary

The tender covers the supply of fuel cards for the vehicles of the Baie de Somme Grand Littoral Picard joint association for four years. A single-supplier framework agreement will be awarded, with no lots, and orders will be placed as needed; the contract ceiling is €205,000 excluding VAT. The cards must support purchases of diesel, SP95 E5, SP95 E10 and SP98 E5 petrol, as well as AdBlue. Cards must use a chip or magnetic stripe, and each vehicle must have its own confidential code and a card linked to its registration number. The cards or associated badges must also provide access to motorway and parking toll services and, where available, car washing. The supplier must have a service-station network covering all of France and at least one station offering every required fuel type within 20 km of each association site. An online management portal must support transaction and spending monitoring, reporting, changes to card limits and permitted services, alerts, and ordering or blocking cards. The bid must include the pricing schedule and a technical and operational proposal. Bids will be assessed on price (60 points), environmental performance (10 points) and technical merit (30 points). The submission deadline is 23 October 2026 at 12:00. Bids must be submitted electronically in French and in euros.
