Heavy-vehicle driving licence training for SDIS 35 firefighters

Summary

The tender covers the administrative arrangements, training and examination registration required for SDIS 35 firefighters to obtain a category C heavy-vehicle driving licence. Training includes theory, manoeuvring and driving in traffic; the standard course is 70 hours, or ten days of seven hours. Trainees whose theory test certificate has expired (more than five years old) must receive preparatory training, including online training, and those who fail must be offered individual remedial training. The estimated requirement is up to 50 trainees per year. The provider must handle exam registration and presentation, trainee invitations, learning materials and meals at up to EUR 20 per trainee per meal. This is an unbundled, call-off framework agreement with no minimum volume and a total maximum value of EUR 400,000 excluding VAT. The initial term is one year from 1 January 2027 or, if later, the date of notification; it may be renewed three times for one year each. Between two and five providers will be appointed, provided there are enough suitable bids. Bids are evaluated on price (65%), examination pass rates based on prefectural results for 2023–2025 (20%), and environmental performance (15%: eco-driving training 10% and the environmental performance of the vehicle fleet 5%). Bids must be submitted electronically through the Mégalis platform, in French and in euros, by 30 October 2026 at 17:00. Bidders must hold a valid prefectural driving-school authorisation and have suitable vehicles, equipment and qualified instructors.
