Construction and operation of a Bio-CNG refuelling station and electric charging points for heavy goods vehicles

Summary

The Perche Emeraude inter-municipal authority is seeking a partner to finance, design, build and operate an energy facility for heavy goods vehicles. The facility must include a compressed natural gas refuelling station selling either 100% biomethane or a natural gas and biomethane blend, and at least one electric charging point for heavy goods vehicles. The site is in the Coutier business area in Cherré-Au, Sarthe, on a 5,380 m² plot. The right to use the public land will be granted under a temporary, precarious and revocable occupancy agreement. Expressions of interest must be submitted electronically by 12:00 noon on 6 November 2026. Submissions will be assessed on factors including the occupancy fee, energy sale prices, mechanisms for smoothing price variations, the technical solution, environmental and socio-economic impact, the project schedule, and arrangements for the end of operations, maintenance and dismantling. Candidate presentations and interviews also form part of the assessment.
